Punjab Police Launches e-Zero FIR System to Fast-Track Cyber Fraud Cases Above ₹5 Lakh

New Digital Mechanism Automatically Registers Eligible Cyber Fraud Complaints to Accelerate Investigation and Fund Recovery

In a major step to strengthen the response to financial cybercrime, the Punjab Police has operationalized an e-Zero FIR system for cyber fraud cases involving financial losses exceeding ₹5 lakh.

Under the new mechanism, eligible complaints registered through the National Cyber Crime Reporting Portal (NCRP) or the 1930 National Cyber Helpline will automatically be converted into e-Zero FIRs. These digital FIRs will then be routed through the Crime and Criminal Tracking Network & Systems (CCTNS) to the appropriate cybercrime police station for immediate investigation.

The initiative has been introduced under a standing order issued by Punjab Director General of Police (DGP) Gaurav Yadav and is intended to reduce procedural delays, enable faster freezing of fraudulent accounts and improve the chances of recovering stolen funds.

Automatic Routing Based on Financial Loss

The new framework establishes separate investigative responsibility based on the value of the reported fraud.

According to Punjab Police:

  • Cyber fraud cases involving ₹5 lakh to ₹1 crore will be investigated by district cybercrime police stations or commissionerates.
  • Cases involving losses exceeding ₹1 crore will automatically be transferred to the State Cyber Crime Police Station, Mohali for specialized investigation.

The structured allocation is designed to ensure that high-value and complex cybercrime cases receive appropriate forensic and investigative resources.

Large-scale cybercrime investigations often require detailed Financial Investigation to trace digital fund flows, identify beneficiary accounts and reconstruct transaction trails.

Faster Response During the "Golden Window"

Punjab Police emphasized that the first few hours after a cyber fraud are critical for preventing further movement of stolen funds.

By generating an FIR immediately upon receiving an eligible complaint, investigating officers can quickly initiate:

  • Bank account freezing
  • Digital wallet freezing
  • Payment gateway alerts
  • Evidence preservation
  • Transaction tracing

Authorities believe this automated process will reduce delays that previously occurred while waiting for manual FIR registration.

Where rapid fund movement occurs across multiple financial institutions, effective Cross Border Payment monitoring and coordinated financial investigations can play a vital role in tracing transactions that extend beyond state or national boundaries.

Digital Notifications for Complainants

The e-Zero FIR platform also introduces automated communication with victims.

Once an eligible FIR is generated, complainants will receive digital notifications containing:

  • FIR registration details
  • Assigned cybercrime police station
  • Investigating Officer's contact information
  • Instructions for completing legal formalities

The system also guides complainants through compliance requirements under the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, which recognizes digital crime reporting irrespective of territorial jurisdiction.

Integration Across Multiple Digital Platforms

According to Special DGP (Cyber Crime) V. Neeraja, the platform integrates several national and state-level systems to improve coordination during cybercrime investigations.

The system connects:

  • National Cyber Crime Reporting Portal (NCRP)
  • 1930 Cyber Helpline
  • Crime and Criminal Tracking Network & Systems (CCTNS)
  • Banking networks
  • Telecom service providers
  • Digital intermediaries

This integration enables investigators to exchange information more efficiently while responding to cyber fraud complaints.

Robust Internal Audit Services and continuous compliance monitoring also help financial institutions strengthen internal controls and improve preparedness against evolving cyber fraud risks.

Verification Required Before Regular FIR

Punjab Police stated that complainants must complete the prescribed verification process within the stipulated timeframe.

After verification, the e-Zero FIR will be converted into a regular FIR, providing the legal foundation for further investigation and judicial proceedings.

Authorities believe the automated workflow balances rapid investigative action with procedural safeguards required under criminal law.

Technology Strengthens Cybercrime Response

Cybersecurity experts have described the e-Zero FIR initiative as an important step towards modernizing cybercrime enforcement.

As digital payments continue to expand, cybercriminals increasingly exploit:

  • Mule bank accounts
  • Automated fraud tools
  • Social engineering attacks
  • Fake investment schemes
  • Digital payment fraud
  • Layered money transfers

Officials continue to encourage citizens to report suspicious financial transactions immediately through the 1930 helpline or the National Cyber Crime Reporting Portal, noting that early reporting significantly improves the chances of freezing fraudulent transactions and recovering funds.

Punjab Police expects the new system to:

  • Reduce FIR registration delays
