The Central Bureau of Investigation (CBI) has registered a 251-page FIR concerning allegations of corruption and undue influence in Punjab government decisions, including officer postings, tenders, administrative approvals and land-related matters.
The case names Rajbir Singh Ghuman, Officer on Special Duty to Punjab Chief Minister Bhagwant Mann, along with Nitin Gohal, Jitin Gohal, Romi Raja Mahajan, Bir Devinder and rice sheller owner Rajdeep Singh Nagra. The FIR also refers to unidentified public servants and private individuals.
The investigation follows an October 5 direction from the Punjab and Haryana High Court ordering a CBI probe into material shared by the Enforcement Directorate (ED) with Punjab authorities.
CBI Registers Case After High Court Direction
The FIR was registered after the High Court directed the central agency to investigate allegations concerning possible corruption and misuse of official influence.
According to the FIR details reported by multiple outlets, the alleged activities cover the period from 2023 to 2026. The case invokes provisions relating to criminal conspiracy under the IPC and Bharatiya Nyaya Sanhita, along with Sections 7, 7A, 8 and 12 of the Prevention of Corruption Act.
The CBI subsequently conducted searches at eight locations across Punjab and Chandigarh. The searches reportedly included premises connected with the individuals named in the case and continued for several hours.
FIR Examines Alleged Influence Over Government Decisions
The material incorporated into the FIR includes information supplied by the ED during its earlier investigation.
According to the reported contents of the FIR, the allegations extend beyond individual transfers and postings to matters such as policy formulation, amendments to departmental rules, administrative approvals, tender conditions, licensing and land-use issues.
The ED material reportedly included electronic conversations that investigators are examining for indications of possible access to confidential government information and alleged arrangements involving official decisions.
The FIR also reportedly contains references to communications concerning the proposed posting of an Additional Superintendent Engineer with the Punjab State Power Corporation Limited in Mohali.
Other material under examination relates to coal-mining tenders, coal transportation and thermal power plant matters.
Digital Communications and Financial Records Under Scrutiny
The CBI dossier reportedly includes WhatsApp conversations and other documents that were part of the material forwarded by the ED.
The reported evidence also includes references to alleged cash payments, vehicle-related expenditure, possible hawala transactions, internship letters and educational courses. Investigators are examining these records to determine whether they have any connection with the alleged corruption network.
The financial and documentary trail could therefore become an important part of the investigation as the agency seeks to establish whether any payments or benefits were exchanged for official favours.
